ATF Agents Shoot and Kill Motorcycle Gang Member in Shoot Out in Maine

WASHINGTON —  ATF agents rounding up more than two dozen members of the American Outlaw Association motorcycle gang in a seven-state sweep,  killed one of the members Tuesday in a shoot out just south of Portland, Me.,  authorities said.

Michael Campbell, a spokesman for ATF in Washington, said agents went to the home in the beachside community of  Sandy Circle  around 6 a.m. to arrest gang members Thomas “Tomcat” Mayne, 59, the regional treasurer, and Kenneth Chretian, when they were met by gunfire.

Agents returned fire and shot and killed Mayne, who was wanted on a federal warrant, Campbell said. Chretian, who was wanted on a state warrant, was taken into custody, Campbell said.

Mayne, the national president and 25 other members and associates of the American Outlaw Association motorcycle gang — a rival of the Hells Angels — were indicted by a federal grand jury on a host of charges including attempted murder, kidnapping, robbery, extortion and drug trafficking.

The 12-count indictment, which was unsealed Tuesday in Alexandria, Va.,  charged members in states including Wisconsin, Maine, Montana, North Carolina, Tennessee, South Carolina and Virginia with a number of criminal acts.

The indictment alleged that the Outlaws, under its 53-year-old president Jack Rosga participated in violent racketeering activities with the goal of expanding influence nationally over rival gangs like the Hells Angels, the U.S. Attorney’s Office said.

Specifically, the indictment alleged that Rosga in October 2009 directed members of the Outlaws to retaliate against the Hells Angels for its attack on two Outlaw members. Subsequently, the Hells Angels member was shot and wounded in Canaan, Maine, authorities said.

Authorities alleged that the  two Outlaw members who carried out the attack received — as is tradition–  new patches indicating they had performed a violent act on behalf of the Outlaws.

In an earlier incident in November 2008, authorities alleged that Outlaw members assaulted a black man at the Hard Times Cafe in Fredericksburg, Va., “for no other reason but his race”  and then intimidated witnesses and instructed fellow Outlaw members to lie to obstruct law enforcement’s investigation of the assault.

“Today’s arrests of the national president and leadership of the American Outlaws Association mark another aggressive attempt by the Department of Justice to dismantle what the indictment alleges to be a gang whose entire environment revolves around violence,” said U.S. Attorney  Neil H. MacBride.”

“This is another example of what ATF does best,” said Acting SAC Rich Marianos. “Our agents work day in and day out with our law enforcement partners fighting violent crime so our citizens can feel safer in their communities and homes.”
