Two men accused of plotting to blow up a major commuter rail between Toronto and the U.S. were arrested Monday, Newsday reports.

The Royal Canadian Mounted Police said the attack involved al-Qaida “elements” in Iran but did not pose imminent danger, Newsday wrote.

The FBI helped investigate.

Police said the attack was still in the development stages and included blowing up a bridge used by the rail.

“This is the first known al-Qaida planned attack that we’ve experienced in Canada,” RCMP Superintendent Doug Best said in the news conference.
