Andrew McCabe, the associate deputy director, has moved up to the second spot in the FBI, replacing Deputy Director Mark Giuliano, who is retiring, the FBI announced.

As deputy director, McCabe will oversee all FBI domestic and international investigative and intelligence activities and serve as acting director in the director’s absence.

McCabe joined the FBI in 1996 and was first assigned to the New York Field Office, where he focused on organized crime.  He’s held leadership positions in the Counterterrorism Division, the National Security Branch, and the Washington Field Office, the FBI said in a press release.

“Andy’s 19 years of experience, combined with his vision, judgment, and ability to communicate make him a perfect fit for this job,” FBI Director James Comey said in a statement.

On the retirement of Giuliano, Comey said:

“Mark’s wide range of operational and leadership experiences have helped us grow as an organization.”

With four militants left occupying a federal wildlife refuge in Oregon, the FBI appears to have locked down their ability to make or receive calls, the Portland Tribune reports.

The news came as the occupation entered its 30th day.

David Fry, one of the occupiers, said they also have lost access to the Internet.

The militants said they’ve been using a generator and aren’t inside any of the buildings because the FBI may also have cut power to the buildings.

The FBI also has blocked the media’s access to the refuge.

Last week, five militants were arrested and one was shot and killed during a clash with police during a traffic stop.

A bold thief stole three handguns and an FBI agent’s badge and credentials from a locked vehicle in the San Francisco Bay Area in what is the latest theft of stolen firearms from law enforcement vehicles, the Associated Press reports.

Stolen were two 40-caliber Glocks and one .45-caliber handgun as the vehicle was parked in a residential neighborhood of Benicia, FBI spokeswoman Gina Swankie said.

The FBI declined to release details, including why the weapons and other FBI property were left inside the vehicle overnight. But the spokeswoman said a $5,000 reward has been offered for information leading to the stolen property.

“Our primary objective is recovery of the items stolen and identification and arrest of the individuals involved,” Swankie said. “There’s a lot of information that would be premature to offer at this time.”

Multiple federal agencies conducted a secretive raid in Arizona, capturing two dozen high-ranking members of the Mexican Sinaloa drug cartel, an ICE spokeswoman said.

The International Business Times reports that the operation took place between the border cities of Lukesville, Ariz., and Sonoyta, Mexico.

The operation was led by Homeland Security with the help of U.S. Customs, FBI and DEA.

“The targeted Sinaloa cell has been responsible for the importation of millions of pounds of illegal drugs, including marijuana, heroin, cocaine and methamphetamine, into the United States from Mexico during its existence,” said spokeswoman Gillian M. Christensen. “The organization is also responsible for the smuggling of millions of dollars in U.S. currency, along with weapons, into Mexico.”

Agents also seized assault weapons and hundreds of pounds of drugs.

“ICE applauds the government of Mexico for their bold action in taking down this criminal organization and for their continued pressure on the Sinaloa Cartel throughout Mexico,” she said.
