Active Shooter Incidents Rise to Record Levels in the U.S., FBI Records Show

Active shooter incidents are increasing at alarming levels, reaching the highest average of incidents over a two-year period.

New FBI data shows that 2014 and 2015 each had 20 active shooter incidents, which eclipses any two-year average in the past 16 years, ABC News reports. 

The FBI defines an active shooter situation as “an individual actively engaged in killing or attempting to kill people in a confined and populated area.”

“Unlike a defined crime, such as a murder or mass killing, the active aspect inherently implies that both law enforcement personnel and citizens have the potential to affect the outcome of the event based upon their responses,” the FBI said in a 2013 study of active shooter incidents.

Between 2014 and 2015, 92 people were killed and 139 wounded in active shooter incidents.
