The number of people paying time for a crime last year dropped to its lowest level since 2000, according to a newly released Justice Department report, the Associated Press writes.

The report shows there are nearly 7 million people – or 2.9% of U.S. adults, are in jail, on probation or on parole. That’s a 1.4% drop over the year before and the third consecutive decline, the AP reported.

Three of 10 people under some kind of supervision were behind bars, while the rest were on probation or parole.

The numbers are a promising indicator that fewer crimes are being committed, criminologists said.

“There is a lag between crime drops and correctional drops because of the length of sentences being served,” James Alan Fox, a professor of criminology, law and public policy at Northeastern University told the AP. “It is likely that the correctional population will continue to decline as releases outpace admissions.”

A former Border Patrol agent was sentenced in El Paso, Tex.  to 51 months in prison for his role in buying guns to be smuggled into Mexico, the Associated Press reports.

The sentence was part of a plea deal in which Ricardo Montalvo agreed to plead guilty to recruiting others as straw buyers of guns in exchange for having 19 counts dropped, the AP reported.

The 29-year-old former agent was accused of buying nine weapons, more than 20,000 rounds of ammunition and high-capacity magazines for assault rifles.

An international fugitive in one of the largest eco-terrorism cases in U.S. history surrendered to authorities Thursday after nearly a decade on the lam, Fox 31 reports.

Rebecca Jeanette Rubin, 39, surrendered to the FBI at the international border of Blaine, Wash.

Rubin is accused of firebombing sites in Colorado, California and Oregon. The targets were wild horse corrals, a ski resort and an SUV dealership, Fox 31 reported.

Rubin is a self-proclaimed member of the terror groups, Earth Liberation Front (ELF) and the Animal Liberation Front.

Other conspirators have been sentenced up to 13 years in prison.

Fairfax County in Virginia is lobbying the FBI to move its headquarters to an abandoned warehouse in Springfield, the Washington Post reports.

The location is perfect, Fairfax officials said.

It’s close to the Metro and major highways and the warehouse meets the needs of a new headquarters, the Post reported.

It appears Fairfax has competition from Prince George County, which also is close to the Metro and major highways.
