FBI to Interview 12-Year-Old Missing Boy Who Turned Up in Basement of Detroit Home

The FBI plans to interview a 12-year-old boy who went missing before turning up in the basement of his home in a strange case that has gotten international attention, the Free Press reports.

The forensic interview of Charlie Bothuell is scheduled for today.

“Based on the outcome of this interview, the Detroit Police Department may be submitting a package to the Wayne County Prosecutor’s office as early as Wednesday afternoon,” according to a statement from Detroit police. “For the time being, Charlie is currently staying with relatives in an undisclosed location.”

After Bothuell was found in the basement of his home Wednesday, suspicions fell on the father and stepmother, who allegedly told the boy to hide in the basement and “not to come out, no matter what he hears.”

The son also told authorities that his father tried to drive a PVC pipe into his chest.

Documents Show Border Patrol Slow, Reluctant to Take Action on Complaints of Abuse by Agents

New CBP documents raise more pressing questions about how the federal government is handling complaints of abuse by Border Patrol agents, the Arizona Republic reports.

The reports show that only 13 of 809 complains of abuse filed against agents from January 2009 to January 2012 resulted in CBP action.

Of those, one led to an agent’s suspension and two led to court action.

The documents also show that CBP is slow to take up the cases. About 40% of the complaints were still pending, the Arizona Republic wrote.

“Border Patrol agents who commit abuse simply get away with it,” said Vicki Gaubeca of the American Civil Liberties Union’s Regional Center for Border Rights in New Mexico.

Eighteen current and former members of the Los Angeles County Sheriff’s Department are accused of misconduct and abusing inmates in county jails, the New York Times reports.

Feds charged the defendants Monday with excessive use of force and obstruction of justice at the nation’s largest county’s jail system.

The charges follow countless complaints from inmates who say they were mistreated behind bars.

To make matters worse, two lieutenants are accused of trying to hide an FBI informant by releasing him and then rebooking him under a different name, the Times reports.

“Certain behavior had become institutionalized, and a group of officers considered themselves to be above the law,” André Birotte Jr., the United States attorney for Los Angeles, said. “Instead of ensuring the law is defended, they are accused of taking steps to prevent that.”

 

FBI Ramps Up Oversight of Tax Subsidies Under Obama’s Health Care Reform

The FBI is preparing for the potential abuse of tax credits under Obama’s health care reform, Fox News reports.

Nearly 17 million Americans are expected to be eligible for federal tax credits to buy health insurance on the exchange. That leaves a lot of room for waste, fraud and abuse, Fox News reported.

The tax subsidies are essentially handed out on the honor system, not unlike the often abused earned income tax credits for low-income people, according to Fox News.

The federal government plans to conduct audits to detect fraud.

Photos Showing Another Side ‘Whitey’ Bulger Includes a Priest Defrocked for Abusing Boys

But one photo showed Bulger relaxing on a sofa with a Catholic priest who had been defrocked for abusing young boys, ABC News reports.

The pictures were part of Bulger’s racketeering and murder trial as the defense winds down its arguments.

Other shots include Bulger with NFL hockey player Chris “Knuckles” Nilan holding the Stanley Cup, his two pet dogs and his girlfriend Catherine Greig.

“This is clearly an attempt to salvage his reputation. What other possible purpose is there to filing these kinds of documents?” Prosecutor Fred Wyshak said.

Today, Bulger must decide whether he’ll take the stand.

Border Patrol Agent Sentenced to 78 Months in Prison for Possessing Child Porn

A former Border Patrol agent from Mississippi was sentenced to 78 months in prison for possessing child porn on his government-issued computer, GulfLive reports.

James E. Ward also will receive eight years of supervised release and a $7,000 fine.

“The defendant in this case contributed to the abuse and sexual exploitation of innocent children while working as a trusted federal employee,” U.S. Attorney Gregory K. Davis said. “This sentencing represents the ongoing efforts of the U.S. Attorney’s Office and our law enforcement partners to protect children and hold accountable those who exploit or endanger them.”

The Department of Homeland Security OIG investigated the case.

Lawsuits Allege Pattern of Abuse at Border Patrol, Cites Freezing Holding Cells

Detained immigrants were forced to sit in freezing holding cells without toilets and beds while their lips turned blue and cracked because of the cold, according to a series of lawsuits that makes numerous allegations of abuse against Border Patrol, the USA Today reports.

The suits were filed on behalf of 10 plaintiffs by advocacy groups that says the abuse is all too common.

“I don’t think these are isolated cases,” Melissa Crow, who is representing one of the plaintiffs and is the director of the Legal Action Center at the American Immigration Council, an immigration advocacy organization, told . “The spectrum of cases we’re presenting exemplifies the culture of impunity that has taken hold at CBP.”

CBP declined to comment on the suit but said allegations of abuse are taken seriously.

“We do not tolerate misconduct or abuse within our ranks and we fully cooperate with all investigations of alleged unlawful conduct, on or off duty, by any of our CBP employees and contractors,” Burke said in a statement.

Immigration Group: Border Patrol Abusing People Trying to Cross Border

Border Patrol agents have abused illegal immigrants and systematically denied them the opportunity to contact the Mexican Consulate, according to a report by a pro-immigration reform group, The Arizona Daily Star reports.

The report by the Kino Border Initiative says one in four illegal immigrants surveyed said they were abused in some way by Border Patrol, the Daily Star reported.

Officials at Customs and Border Protection declined to comment to the Daily Star.

“We are very concerned about this situation because we feel it’s a violation of human rights,” said the Rev. Sean Carroll, executive director of the initiative.
