A Border Patrol agent with suspected ties to a Mexican drug cartel has been charged in the decapitation death of a man whose body was found floating near Texas’ South Padre Island, the Associated Press reports. 

Authorities are investigating whether the 30-year-old agent, Joel Luna, is tied to a Mexican drug cartel that involves his two brothers.

The decapitated body of Honduran native Jose Francisco “Franklin” Rodriguez Palacios Paz was found in March.

Luna, who has been charged with capital murder and other crimes, is jailed without bond.

He is a 6-year veteran of the agency.

New memos leaked by WikiLeaks shows the DEA asked the White House for permission to kill notorious kingpin and fugitive Joaquin “El Chapo” Guzman, the Latin Times reports.

The messages come from Fred Burton, vice president of intelligence and an expert on Mexican drug cartels.

“If the DEA can specifically locate the Sinaloa boss El Chapo, he will be assassinated,” Burton wrote, according to the documents.

Nevertheless, Guzman, kingpin of the notorious Sinaloa drug cartel, remains a fugitive.

For his part, President Obama said he wouldn’t approve an assassination.

“Obama won’t approve a finding for covert action inside MX based on ‘moral grounds,'” Burton wrote.

A major drug bust in Arizona targeted folks linked to a Mexican cartel believed to handle 65 percent of all drugs illegally transported to the United States, and resulted in the seizure of thousands of pounds of narcotics and at least 70 arrests, reports Reuters.

The raids, overseen by the DEA, Arizona state officials, and the U.S. Immigration and Customs Enforcement, said the contraband confiscated was “jaw-dropping.”

The operation included three raids conducted over 17 months and led to the arrests of Mexican and American nationals working with a drug cartel based in the Mexican state of Sinaloa.

In what officials called a “sophisticated network” of international drug smuggling, drugs were smuggled from Mexico into Arizona by car, plane, on foot, and through tunnels.

“This is one of the more substantial drug-smuggling operations going on right now. This is a billion-dollar drug trade organization linked to the cartel,” an official told MSNBC.
