Ex-Head of Milwaukee Office Resigns Amid Allegations of Encouraging Agent to Lie

Teresa L. Carlson, the former Special Agent in Charge of the FBI Office in Milwaukee, has retired from the bureau while facing serious allegations that she encouraged an agent to lie under oath and lied when asked about it, the Milwaukee Journal-Sentinel reports.

Carlson is under investigation for her handling of the case of Justin Slaby, a wounded veteran who was trying to become an FBI agent but was denied and later sued.

Carlson is accused of encouraging an underling to lie about the case in court.

She was facing termination proceedings when she retired.

The former head of the Milwaukee FBI office is accused of urging an agent to commit perjury and grilling subordinates for talking with investigators, the Milwaukee Journal Sentinel reports.

The Office of the Inspector General believes Teresa Carlson likely lied when she was questioned and may have violated federal law by telling an agent to lie under oath.

Despite the findings, the FBI declines to discuss whether she was disciplined, and the Justice Department opted not to prosecute.

Carlson is the acting deputy assistant director of Facilities and Logistics Services Division.

According to Inspector General Michael Horowitz, Carlson “conducted herself unprofessionally and exhibited extremely poor judgment” when she allegedly told Special Agent Mark Crider to lie under oath.

Head of the FBI’s Milwaukee office, Teresa Carlson, is temporarily working at the Facilities and Logistics Services Division at headquarters in Washington D.C. while authorities investigate claims that she pressured a subordinate to commit perjury, the Milwaukee Journal Sentinel reports.

Still, Carlson remains the special agent in charge of the Milwaukee office, according to FBI spokesman Leonard Peace.

Carlson is accused of pressuring a subordinate to “come down on the side of the government” in a trial by a former Army Ranger who said the FBI discriminated against him because he had lost one of his hands in a training mission.

The Office of Inspector General is investigating Carlson.

Teresa L. Carlson, FBI section chief in the Directorate of Intelligence, has been named the new head of the Milwaukee Division.

Carlson, a 19-year veteran of the FBI, started her career in the Chicago Division where she worked violent crimes and public corruption cases.

While in Chicago, she was a case agent for Operation Silver Shovel, an undercover investigation that involved bribery, drug trafficking, and organized crime activity. It resulted in more than 20 convictions, including elected officials, the FBI said.

She went on to the Inspection Division at headquarters before heading south to the Birmingham bureau, where she was a supervisor in the white-collar crime program.

After that, she served as assistant special agent in charge of the white-collar crime and cyber programs in the New York Division.

She returned to FBI headquarters in the  National Security Branch, which is responsible for national security matters, including budget matters and liaison with the Office of the Director of National Intelligence, Congress, and the White House.
