The National Transportation Safety Board is investigating a tour bus crash that killed 13 people and injured 31 others in Desert Hot Springs, Calif., early Sunday.

NTSB made the announcement on Twitter Sunday afternoon.

The bus was returning from the Red Earth Casino near Salton Sea when it collided with a big rig on the 10 Freeway.

According to officials, the truck was traveling slowly because workers were strangling power lines across the freeway. That’s when investigators say the bus slammed into the back of the trailer at a high rate of speed.

It’s unclear why the bus didn’t slow down.
