Border Patrol Agent Dentenced for Ordering Immigrant Women to Expose Breasts

A Border Patrol agent was sentenced Wednesday to a year in federal prison for ordering immigrant women to expose their breasts during videoconference screenings at the southern border, prosecutors said.

Shane Millan, 53, of Jefferson County, New York, pleaded guilty in March to two misdemeanor counts of deprivation of rights under color of law. Federal prosecutors said Millan instructed three women crossing the border in 2023 to lift their shirts on camera and ordered a fourth to expose her bra.

Millan told two women he needed to check for tattoos and used his government computer to research Spanish phrases, including, “I will also need you to lift your bra, please,” according to court records. He falsely told the women the requests were part of the admission process.

“Everybody deserves respect, and we will not tolerate the sexual exploitation of immigrants by members of law enforcement. Nobody is above the law,” acting U.S. Attorney John Sarcone said in a statement.
