Florida Man Accused of Plotting Deadly Confrontation with Federal Agents Is at Large

A federal manhunt is underway for a Florida man who is accused of building explosive devices as part of a end-of-the-world plan to kill federal agents, the Tampa Bay Times reports.

Martin Howard Winters, 55, was indicted on June on charges stemming from an investigation of a group that he headed called the River Otter Preppers.

The devices were booby traps made of metal tubes designed to fire 12-gauge shotgun shells.

Winters and the River Otter Preppers “are preparing for an end-of-times event as prophesied by the Book of Revelations in the Bible which he believes will occur in the near future,” the affidavit states, “which will require individuals to rely on themselves for food and protection from other individuals and the federal government.”

As of Tuesday morning, Winters was still at large.

“We’re hoping for a peaceful resolution to this,” said FBI spokesman David Couvertier. “Nobody’s looking to do him any harm.”
