The FBI’s search of Allentown City Hall in Pennsylvania came just after an awkward moment between Mayor Ed Pawlowski and his campaign manager and best friend, Mike Fleck.

The Allentown Morning Call reports that Pawlowski patted down Fleck in an elevator, wondering whether he had been recording him. Hours later, FBI agents descended on City Hall offices as part of an investigation into the potential pay-to-pay politics.

Turns out, Fleck was had been recording the major for months for the FBI.

“Sometimes I think Ed is hurt as much by the fact that his best friend turned on him as he is that people think he’s done something illegal,” said Alan Jennings, a nonprofit director who sits on the city’s arena authority and works closely with the mayor. “He’s hurt and his faith in the system is shaken. He’s called it a living hell.”

Now a grand jury is investigating the mayor and reviewing more than 250,000 page s of city documents obtained by authorities in the past two months.
