The FBI found no evidence that the man who opened fire on a Philadelphia police officer was part of a larger terrorist group, the Washington Post reports.
FBI Director James Comey said agents found no credibility to a tip that Edward Archer was part of a larger group that planned to target police.
Still, Comey said the FBI is still investigating the shooting as a terrorist attack because Archer said he has pledged allegiance to ISIS.
