The federal investigation of Washington D.C. Mayor Vincent Gray is zeroing in on allegations that campaign staffers promised donors that their contributions wouldn’t be recorded publicly, the Washington Post reports.

The idea was to collect money under-the-table so the incumbent Mayor Adrian Fenty wouldn’t retaliate, the Post reported, citing three anonymous sources.

Campaign laws require all donations to be disclosed.

“I’m astounded,” Gray told the Post of the most recent allegations. “I’m incredulous.”
